In order to submit Right of Way Permit Applications, you must have both a subscription to CivicNet which provides usernames/passwords plus the pre-approval of the Indianapolis Division of Compliance.
The Indianapolis Division of Compliance enforces certain policies regarding User Agreements and Indemnity Agreements for all Right of Way Permit Customers. In order to use the Online Permit Submittal Service, you must submit a User & Indemnity Agreement to the Division of Compliance for pre-approval.
Once approved, the Division of Compliance will notify CivicNet to upgrade your CivicNet username/password to also include Permit Submittals. CivicNet will then notify you by telephone when your username/password has been upgraded.
This Signature & Indemnity Approval Process should typically be completed within 3 days.
You will only need to follow these pre-approval steps one time. Once your CivicNet username/password is upgraded, you will be able to use the Application Submittal Service as often as you like.

Because the Division requires a signature on the application form, it may not be emailed.
